DarthDadJr has a point saying, "Too many people are crossing streets with head down looking at their smart phones..." However, it is also true that too many drivers are too busy on their phones to see anything including pedestrians, and in Arizona there is a permanent open season on pedestrians so all a driver has to do is wait for the police to come, cooperate with the police and then go on about his/her way, since dead pedestrians or bicyclists cannot tell their side of the story.
